Dear PLVD community water system user,
Beginning with this cycle you will experience changes to the water cost allocation and billing processes. A vote was taken during the March annual meeting to begin charging all water system costs to the water system users alone. This is a correction to the previous process of charging all PLVD residents for water system costs and water system loan charges which were being applied in error. Through our attorney’s guidance it was determined that it is not legal to charge anyone for costs associated with a utility if they are not receiving current, direct benefit from the utility.
As of this statement, all customers will be billed equally on a per gallon basis. The $334 cost for 3000 gallons equals .11 [11 cents] per gallon. There were a few customers who used less, and their cost was cut by 2 cents. However, there are many users who use over 3000 gallons, and they paid considerably less per gallon than the .11 base. [only .025 per gallon for the extra instead of .11]
The new rate is .16 per gallon [5 cents over previous base rate]. With the equal cost for everyone, the shortfalls can be caught up. After that happens, it may be that the cost per gallon can drop again.
The current portion of our two existing loans is shown below:

The total portion of the loan payments currently due is $14,296 which will be divided by the 56 homes currently taking benefit from the water system, or a fixed $255.29 each. The number of homes on the system has been dropping, so that cost may increase if the number of users decreases.
Please understand that legally the only people who can be charged for the water system are people who are currently on the system. And that treating all customers equally is the only fair way to proceed.
We understand that these changes may cause hardship for some users of the system, and we will do our best to work with you.

Disconnection from Community Water lines Steps
1. Please email pillsburylakevillagedistrict@gmail.com
2. If you need to schedule a curb stop shut off prior to trenching and piping being installed, call Aquamen @ 603-942-6138.
3. It is your responsibility to schedule a time with Aquamen to come and take the meter, sensor box . PLVD will include invoice from Aquamen into final invoice.
There should be a minimum 12-inch gap between the public water system piping in the house and the new connection to the private well. The water system piping should be cut from the residential piping and capped. Submit a photo of the gap, capped pipe and meter reading to pillsburylakevillagedistrict@gmail.com
SHUTTING OFF OR TURNING ON OUTSIDE VALVES ARE PROHIBITED BY ANYONE OTHER THAN AQUAMEN.
Meter installation From frozen meter/Pipe: 100% billed to customer from operator invoice
Water Hook Up Connection Fee: $10,000 When Available
Deposit Fee New Connection: $250.00 non-refundable
Service turn off visit: $50.00 at customer request
Service turn off visit: $50.00 for non-payment
Service turn on visit: $50.00 at customer request
Service turn on visit: $50.00 for non-payment
Seasonal on/off visit: 1xeach free between (October-May)
Water disconnect From System: 100% billed to customer, operator invoice will be attached (ranges from simple curb shutoff to possible cut and cap)
Additional Fee for failure to notify Aquamen for shutoff: $1,000 including water loss penalty
Tampering Penalty: $10,000 PLVD will pursue legal action
Filling/adding water: to any pool, tank, trough etc., over 250gallons not allowed $500.00 for each violation
Sprinkler System: only allowed if drawing water from the lake
Late Fees: $25.00 monthly fee added after 30days late for each month an account is not paid in full. ( voted on 1/13/21)
Water shutoff will occur if account is overdue and has an amount over $500.
Water Use restrictions from Drought
1)First offense--a warning.
2)Second offense--$250 fine
3)Third offense--$500 fine.
